In your opinion, is this spam?

I use an email extractor to pull email addresses from websites of those I want to target for business.

I then send a personal email message to the individual - I do not use bulk emailing. The individual is usually not expecting an email from me and I am trying to sell a service…would this be considered spam?

The email contains a few very short sentences and a link to where I would like the person to visit. It is all text, no pictures and no frills. Just a basic message. What do you think?

How do people do bulk emailing in order to promote their product to the right places?
