What is the cheapest possible phone/phone plan i can get that allows me to answer emails and receive email alerts on my phone?

Not getting emails?

For about the last 6 hours I have only been receinving emails from some senders. I have tried sending email to myself from two other non-yahoo accounts and they didn’t go through. Friends have tried emailing me from Hotmail and it didn’t go through. They’re not going into my bulk folder. I’ve received emails fro all of these addresses in the past. Why would only some email be coming through? Thanks!
