some guy is harassing me but its not in a way where i can report it cn i block him from messaging me and if so how?

I need to forward an email from Comcast.net to the administrator. My yahoo address is being blocked from a relative with a Comcast.net email account. Yahoo is now my primary email server, but if I cannot contact my relatives, I’ll have to make some changes.

I am trying to add a form to my website that allows people to sign up for a mailing list. I then need this data to be downloadable and available to me in a spreadsheet so I can convert into labels.
